Step 1 – Choose the Correct Application Form

Properties Approved Under the Local Development Plan (LDP)

Applicants must meet the standard 5-year local person requirement or meet the key worker, carer or care recipient criterion.

Properties Approved Under the Unitary Development Plan (UDP)

Applicants must have lived in Ceredigion for 10 continuous years within the last 20 years or meet the key worker, carer or care recipient criterion.

Step 2 – Gather Your Evidence

Provide the required financial evidence, evidence of your local person, key worker, carer or care recipient status, and evidence that the property will be your sole residence.

 

Step 3 – Submit Your Application

Submit your completed application form and supporting documents by email wherever possible to: GBG-DFS@ceredigion.gov.uk

If you are unable to email your application, you can post it to the address below. If you require any original documents to be returned, please advise us in a covering letter.

Do not delay submitting your application if you are still waiting for some documents.

Please tick "Waiting for it" on the application form where appropriate and send the documents when they become available.

 

What Happens Next?

Once we have assessed your application and confirmed that you meet all of the eligibility requirements, we will:

  • Send a letter to the seller (or their agent) confirming that an eligible purchaser has been identifie
  • Send you a covering letter and Eligibility Certificate
  • Once you receive your Eligibility Certificate, the purchase can usually continue in the same way as any other house purchase.

How Long Is the Certificate Valid?

Your Eligibility Certificate is valid for 18 weeks from the date it is issued.

Need a New Certificate?

If your Eligibility Certificate expires before you complete the purchase, you can apply for a replacement certificate.

To reissue an Eligibility Certificate, we normally require:

  • Your most recent 3 months' payslips or income information
  • Confirmation of your current mortgage offer or mortgage in principle

This allows us to confirm that you still meet the financial eligibility requirements before a new Eligibility Certificate is issued.

After You Purchase the Property

Transfer Deed (TR1)

Once your purchase has completed, you must provide the Council with a copy of the signed and dated Transfer Deed (TR1).

This confirms:

  • The property's transfer into your ownership
  • The purchase price
  • The completion date
  • Compliance with the affordable housing requirements

Please email a copy to: GBG-DFS@ceredigion.gov.uk as soon as practicable after completion.

 

Annual Statutory Declaration

Owners of Discount for Sale properties must complete an Annual Statutory Declaration confirming that:

  • The property remains their only or main residence
  • They continue to occupy the property in accordance with the affordable housing requirements
  • They do not own another residential property unless permitted by the planning agreement

The declaration must be completed and returned each year.

Failure to provide the declaration may result in the Council investigating whether the occupancy requirements continue to be met.
