Draft Positive Behaviour Support and Reducing Restrictive Practice Policy
This consultation will close 24th August 2026
We have developed this draft policy in order to minimise the use of restrictive practices, such as physical restraint, and to support the use of positive behaviour support across our social care and education services.
The policy aims to protect the rights and wellbeing of all those under our care, whether children, young people, older people or disabled people, recognising that restrictive practices can cause harm if used unnecessarily or inappropriately.
By promoting positive behaviour support and evidence‑based approaches, we will create safer environments, strengthen trust, and ensure consistent, high standards of care across all services.
We think our policy sets out a clear commitment to treating people with dignity and respect by focusing on early, preventative and person‑centred support, in line with Welsh Government guidance. We want to know what you think.
We welcome feedback, particularly if you are working in or being supported by social care and education services. Your views, experience, and professional insight will help us to ensure that the policy is clear, practical, and reflects the needs of people who deliver and receive support.

- We'll review the draft Policy and the Integrated Impact Assessment to make sure that both of these reflect the responses that we receive.
- We'll present the final policy to Cabinet, along with the consultation report and the revised Integrated Impact Assessment, for approval later this year.
