Highways Infrastructure Asset Management System (HIAMS)
Ceredigion’s Digital Strategy sets out a clear direction for how technology can help the Council work better for staff, residents and communities. Built around three themes - Digital Organisation, Digital Residents and Digital Communities - it focuses on using digital tools in practical ways to improve services, make information easier to access and support day-to-day life across Ceredigion.
The next stage is about building on the progress already made and turning that work into visible, lasting improvements - simpler internal processes, more accessible services and better experiences for the people who use them.
One important development is the introduction of the new Highways Infrastructure Asset Management System (HIAMS). HIAMS brings together key information about roads, pavements, signs, drains and other highway assets so staff can see what has been reported, where it is located, what needs to be checked and what action has been taken.
For Highways teams, this provides a more consistent and reliable way to manage information, support decision-making and coordinate work across the service.
By bringing inspections, asset records, customer enquiries and operational activity into one system, HIAMS will improve how highway issues are recorded, assessed, prioritised and resolved. Colleagues will have clearer information from the point an issue is reported through to the action taken, helping teams respond more effectively and provide a more joined-up service.
Operational teams will also be able to record information on site using mobile devices, including photographs and accurate location details. This will reduce paperwork, improve accuracy and give staff more timely access to the information they need while working across the highway network.
Residents will also see benefits through ‘My Account’, which provides a simpler and more accessible way to report highway issues such as potholes, damaged signs and other local concerns. Reports can be marked on a map and supported with photographs, giving teams better information at the start and helping the right response follow more quickly. For residents, this should mean a clearer and more transparent reporting process, with issues easier to raise and progress supported by better information.
