Welcome to our overview of our Corporate Wellbeing Objectives performance measures and national benchmark indicators in 2023/24. It aims to provide a summary of our performance across a range of services using a set of standard metrics and benchmarks.
Our Corporate Well-being Objectives are:

What Are Local Performance measures?
Local Performance measures are specific indicators we use to assess the efficiency, effectiveness, and quality of services provided by us. These measures cover a broad range of our services, including education, social services, housing, and environmental management. By evaluating these metrics, we can gain insights into how well we are meeting the needs and expectations of our communities.
The data for each Performance measure shows the 2023/24 target we set ourselves compared to the actual position at the end of the financial year. Each measure then has a red, amber or green status. Green measures are those that are on target, amber measures are those up to 15% off target and red are greater than 15% off target.
What Are National Benchmark Indicators?
National Benchmark indicators are standardised metrics used to compare the performance of different local authorities across Wales. These benchmarks provide a common framework for evaluating service delivery. By comparing our performance against national benchmarks, it can help to identify best practices, areas for improvement, and trends over time.
The data displayed shows Ceredigion’s performance compared to the All-Wales average. The quartile ranking is a measure of where we stand in the 22 local authorities across Wales. Quartiles divide data into four equal parts:
- Quartile 1: Performance is amongst the Top 25% of Councils nationwide, sometimes referred to as the ‘top quartile’.
- Quartile 2: Above average performance but outside the top quartile.
- Quartile 3; Below average performance but above the lower quartile.
- Quartile 4; Performance is amongst the lowest 25% of Councils nationwide.
Why are these measures important?
