Twf Charter signed to support Welsh in the workplace

Ceredigion County Council has signed the TUC Cymru Twf Charter – The Welsh Language at Work Charter, reaffirming its commitment to promoting and supporting the use of Welsh across its workforce.

The signing took place at a formal event attended by Council representatives and trade union partners, reflecting the strong working relationship that underpins this commitment. This collaborative approach is central to the Twf Charter, which is led and supported by TUC Cymru.

By signing the Charter, the Council is building on its ongoing work to promote the Welsh language and to support staff at all levels to use and develop their Welsh language skills in their day-to-day roles.

The Twf Charter provides a practical framework to help employers, staff and trade unions work together to create positive working environments where Welsh is a natural part of working life.

Through the Charter, the Council and its trade unions commit to:

  • Supporting staff who speak Welsh, are learning Welsh, or would like to begin using Welsh in the workplace
  • Recognising Welsh as a valuable skill and an integral part of everyday working life
  • Encouraging a workplace culture where Welsh is used and heard as part of daily activity

Councillor Bryan Davies, Leader of Ceredigion County Council said:

“We are proud to sign the Twf Charter and to reaffirm our commitment to supporting Welsh as a natural part of working life at Ceredigion County Council. The Welsh language belongs to everyone, whether staff are fluent speakers, learners, or keen to begin using more Welsh at work. By working in partnership with our trade unions and TUC Cymru, we can continue to create an inclusive workplace where staff are encouraged and supported to use and develop their Welsh language skills.”

Councillor Catrin MS Davies, Cabinet Member for Culture, Leisure and Customer Services said:

“I am very pleased that the Council and the Trade Unions have agreed to co-sign this Charter, as every step towards creating a workplace culture where Welsh is heard more often is an important one. The workplace is a valuable environment for raising awareness of the Welsh language and for providing opportunities to use and practise it, both informally and formally. Signing the Charter demonstrates the goodwill towards the Welsh language that exists across the workforce as a whole.”

Mandy James, TUC Cymru Bilingual Communications Officer said:

“Congratulations to Ceredigion County Council, Unison Ceredigion, GMB and Unite for the commitment made today to the ‘TUC Cymru Twf – The Welsh Language at Work Charter’, and its four core principles. The strong support given for Welsh in the Council and by the trade unions recognises that they are working together to identify, organise and provide increasing opportunities for workers to use, learn and develop their Welsh language skills at work - both formally and informally. This enables them to work in Welsh on a day-to-day basis and normalises the use of Welsh at work.  

This emphasises the importance of the Welsh language and culture in our daily lives – with Aberystwyth Ceredigion also joining the global network of Creative Cities, and becoming Wales’ first UNESCO City of Literature.

The Welsh langauge, and growth in its use, is core for workers, workplaces and the communities of Ceredigion – and the TUC Cymru Twf Charter emphasises that in solidarity there is power.”

Denise Owen, Unison Trade Union Representative for Ceredigion said:

“UNISON Ceredigion is proud to support the adoption of Siarter Twf. We know this is important to our members, who value using and developing their Welsh at work. This commitment reflects our shared aim of creating an inclusive and supportive workplace where staff feel confident to use Welsh and are supported to build their skills.”

Arron Bevan-John, Regional Organiser for GMB for Ceredigion said:

“GMB Union Ceredigion is pleased to support the adoption of Siarter Twf. We recognise how important this initiative is to our members in Ceredigion and across Wales. GMB is committed to supporting members to use and further develop their Welsh language skills in the workplace.”

Zoe Codd, Regional Officer for Unite Union for Ceredigion said:

“Unite the Union in Ceredigion welcomes the adoption of Siarter Twf and is pleased to support this important commitment to strengthening the Welsh language in the workplace. Through Siarter Twf, we look forward to working in partnership with Ceredigion County Council to promote the use of Welsh in the workplace, support opportunities for staff to learn and use the language.”

TUC Cymru has supported the Council and its trade unions throughout the process, providing guidance and expertise to help ensure the Charter is implemented in a meaningful and sustainable way.
