Tirymynach Ward by-election to be 17 October 2024

The by-Election for the Tirymynach Ward will be held on Thursday, 17 October 2024.

Ceredigion County Council has 38 elected Councillors which represent 34 electoral wards; 4 are multi-member wards. The Tirymynach Electoral Ward has one Councillor.

In this by-election, you choose one candidate you want to represent you directly.

What do Councils Do? 

Councils provide a range of services to their communities. Some are statutory which means that they must be provided. These include refuse collection and libraries. Others are regulatory. These must also be provided and include planning and managing the development of land and property, and licensing of, for example premises or taxis. Finally, there are discretionary services which councils may choose to provide such as the promotion of tourism. 

Here are some examples of what your Council is responsible for: 

• Education - Schools and school transport
• Housing - Strategies, advice, provision, and benefit administration 
• Social Services - Care and protection of children, older people and Disabled people 
• Highways and Transport - Road maintenance, traffic management and planning, street naming 
• Waste Management - Refuse collection, recycling and fly tipping 
• Leisure & Cultural services - Libraries, museums, leisure centres and the arts 
• Consumer protection - Trading Standards 
• Environmental services - Food safety, pollution control 
• Planning - Development planning and development management 
• Economic Development - Attracting new businesses, promoting leisure and tourism 
• Emergency Planning - In case of emergencies such as floods, diseases, or terrorist attacks.

Who can vote in this Election?

For this election, you must be from the Tirmynach Electoral Ward and are: 

• Registered to vote:  If you’re not already registered, visit www.gov.uk/register-to-vote 
• Sixteen or over on the day of the election –17 October 2024.
• A British, Irish, EU, or qualifying Commonwealth citizen*.
• A qualifying foreign citizen who has permission to enter or stay in the UK, or who doesn’t need such permission.

*A qualifying Commonwealth citizen is someone who has leave to enter or remain in the UK or does not require such leave. The list of qualifying countries, British Crown Dependencies and British Overseas Territories can be found on the Electoral Commission website. 

You do not require photo ID to vote at this election.

Who cannot vote?

The following groups are legally excluded from voting in Wales:

• A convicted person (though remand prisoners, as yet not convicted prisoners and civil prisoners can vote if they are on the electoral register).
• Anyone found guilty within the previous five years of corrupt or illegal practices in connection with an election.

Registering to vote

Ensure that you are registered to vote

• The deadline for voter registration – 11:59pm on 1 October. 
• If you are already registered to vote at your property and have not moved since, you do not need to re-register to vote
• If you have moved home recently and have not registered to vote at your new address, you must do so by 11:59pm on 1 October. 
• Don’t forget that 16 and 17 year olds can now vote in Local elections.
• You can check if you are registered to vote by contacting electoralservices@ceredgion.gov.uk 
• Register by 1 October or you won’t be able to vote on Thursday, 17 October.
• It takes less three minutes to register online It helps to have your National Insurance number to hand, you can find it on your payslip, P60, or letters about tax, pensions and benefits.

• Don’t leave registration until the last minute, just in case you have any problems.

Voting

Voting at a Polling Station – 17 October 2024

• Polling Stations open from 7.00am until 10.00pm on Polling Day – 17 October 2024
• Your Polling Station will be at Rhydypennau Hall.

You do not require photo ID to vote at this election.

Busy times in polling stations often include 7.00am to 9.30am, lunchtime, 3.30pm to 4.30pm and 6.00pm to 8.00pm. 

Trying to avoid these peak times may mean voters have to wait for a shorter period of time. Anyone queuing to vote at a polling station by 10pm will still be able to vote. 

Postal voters

• The deadline to apply for a postal vote – 5.00pm on 2 October.
• Postal vote applicants must already be registered to vote. Forms can be downloaded from the Gov.UK website or 01545 570881
• Only postal votes which arrive back before 10.00pm on polling day will be counted.
• Forgot to send your postal vote back in time? Completed and sealed postal vote packs can be dropped into any polling station in the same voting area on polling day, but ideally to your local polling station.
• Lost your postal vote or it didn’t arrive? Replacement packs can be issued from 11 October until 5.00pm on Thursday, 17 October. Replacement postal ballot packs will only be issued in person at Neuadd Cyngor Ceredigion, Penmorfa, Aberaeron, Ceredigion SA46 0PA.
  • Phone in advance if you require a replacement postal ballot pack
  • You will need to bring proof of identification: one photographic ID such as a passport or driving licence, or two pieces of ID which confirm your name and address such as a bank statement, utility bill or official letter.

Proxy voters

The deadline to apply for a proxy vote – 5.00pm on 9 October.

• A proxy voter is someone you trust who you appoint to vote on your behalf. 
• You must already be registered to vote to make a proxy application. Forms and full details on eligibility can be found on the Electoral Commission website 
• Your proxy must be eligible to vote in the election and will need to be able to vote in person at your polling station, or need to apply to cast their proxy vote by post. They will receive a letter or poll card at their address giving them the necessary details.
• Postal voters are not eligible to apply for a proxy vote.
• Emergency proxy votes may be available from after the proxy deadline of 5.00pm 9 October until 5.00pm on 17 October but only under specific extenuating circumstances, find details on the Electoral Commission website or 01545 570881
