The by-election for the Tirymynach Ward will be held on Thursday, 17 October 2024.

Ceredigion County Council has 38 elected Councillors which represent 34 electoral wards; 4 are multi-member wards. The Tirymynach Electoral Ward has one Councillor.

What do Councils Do?
Councils provide a range of services to their communities. Some are statutory which means that they must be provided. These include refuse collection and libraries. Others are regulatory. These must also be provided and include planning and managing the development of land and property, and licensing of, for example premises or taxis. Finally, there are discretionary services which councils may choose to provide such as the promotion of tourism.
Here are some examples of what your Council is responsible for:
- Education - Schools and school transport
- Housing - Strategies, advice, provision, and benefit administration
- Social Services - Care and protection of children, older people and Disabled people
- Highways and Transport - Road maintenance, traffic management and planning, street naming
- Waste Management - Refuse collection, recycling and fly tipping
- Leisure & Cultural services - Libraries, museums, leisure centres and the arts
- Consumer protection - Trading Standards
- Environmental services - Food safety, pollution control
- Planning - Development planning and development management
- Economic Development - Attracting new businesses, promoting leisure and tourism
- Emergency Planning - In case of emergencies such as floods, diseases, or terrorist attacks.

Candidates and Agents’ Briefing
A prospective Candidates and Agents’ Briefing Session will be held in advance of the Notice of Election. This will be held on:

Nomination process
The nomination papers are available on the Electoral Commission website
www.electoralcommission.org.uk/i-am-a/candidate-or-agent/local-elections-wales
The nomination period will be between Friday, 13 September and until 4pm Friday, 20 September 2024.
Appointments must be made if choosing to deliver nomination papers in person. These can be made by phoning 01545 570881 or by e-mail returningofficer@ceredigion.gov.uk
Alternatively, Nomination papers may be delivered electronically in accordance with the arrangements set out below:
- Nomination papers must be submitted by e-mail to returningofficer@ceredigion.gov.uk Nominations will not be accepted if submitted to an alternative e-mail address;
- The e-mail subject line should make it clear the candidate’s name;
- On receipt of the papers, an acknowledgement e-mail will be sent. This will not provide confirmation that the nomination is valid;
- A further e-mail will be sent confirming the nomination is valid or whether there are any issues with the information provided;
- It is the candidate’s responsibility to ensure that the nomination papers are delivered and confirmed as valid, by no later than 00p.m on 20 September 2024.
Returning Officer
The Returning Officer is Eifion Evans, Chief Executive of Ceredigion County Council and is responsible for:
- Publication of the notice of election
- Administration of the nomination process
- Encouraging participation
- Publication of the statement of persons nominated and the notice of poll
- Provision and equipment of polling stations
- Appointment of polling station staff
- Conduct of the poll
- Management of the postal vote process
- Verification and counting of the votes
- Declaration of results.
There are two Deputy Returning Officers, namely Barry Rees and Lowri Edwards who will be supporting the Returning Officer to run the elections in accordance with set protocol.
