
Statement of Licensing Policy 2026-2031
This consultation will close on 1st December 2025.
Ceredigion County Council is a Licensing Authority. We review our Statement of Licensing Policy every 5 years.
Licensing Act policies must be reviewed every five years to ensure that the policy remains legally valid and reflects current national guidance, local priorities, and changing community needs. This helps to make sure that our policy is still relevant to the four statutory licensing objectives:
- preventing crime and disorder
- ensuring public safety
- preventing public nuisance, and
- protecting children from harm.
The review process also promotes transparency and accountability by involving consultation with key stakeholders such as the police, fire services, public health bodies, businesses, and residents.
The main changes to the document are:
- Increased references to personal safety and vulnerability (paragraph 8.5);
- References to new workplace recycling requirements (paragraphs 10.2.1 to 10.2.3);
- References to Martyn’s Law (paragraph 11.5);
- New references to proxy sales (paragraph 12.8)
- New references to employment of children (paragraph 12.10);
- Addition in relation to large scale events (paragraph 20);
- Addition in relation to designated premises supervisors (paragraph 21);
- Addition in relation to beer gardens (paragraph 22);
- Addition of pool of model conditions (Appendix C).

What happens next?
We will analyse the feedback that you give us and present the report, an updated integrated impact assessment and the final draft Statement of Licensing Policy to Ceredigion Council Cabinet on 6 January 2026.
