Proposed Ceredigion County Council (Off-Street Parking Places) Order 2025 Public Consultation

The responses to this consultation were considered by Councillors in the meeting of Cabinet on 21 January 2025.
Proposed Ceredigion County Council Off-Street Parking Places Order 2025.
Decision:
- To note the suggested responses to objectors (amended in line with any decisions made by Cabinet).
- To approve the implementation of the proposed Off Street Charging Structure as outlined within the report.
- To approve the making of the necessary Traffic Regulation Order, with the exception of the definition that Gloster Row / Red Lion Car Park should remain as a Pay and Display Car Park as it is currently.
- To approve the publication of a subsequent Notice of Making in the press to this effect.
- To note that Off Street Charging Structure will then take effect as soon as practically possible thereafter.
- To note the feedback from the Thriving Communities Overview and Scrutiny Committee.
Reason for the decision:
To simplify and rationalise current charges and arrangements and to help ensure that the Council meets its duty to prepare a balanced budget in line with the income expectation agreed by Council as part of the Budget Setting process for 24/25 is realised.
Original Consultation
Notice is hereby given that Ceredigion County Council proposes to make the Ceredigion County Council (Off-Street Parking Places) Order 2025.
The effect of this Order will be to:
- Revoke the Ceredigion County Council (Off-Street Parking Places) (Consolidation) Order 2012; Ceredigion County Council Ceredigion (Off-Street Parking Places) (Consolidation) Order 2012 (Amendment Order 1) 2014; and Ceredigion County Council Ceredigion (Off-Street Parking Places) (Consolidation) Order 2012 (Amendment Order 2) 2017
- Reintroduce the provisions of the aforementioned Orders except as follows:
- Change the charging days and hours of the following car parks - Church Road and Rock Street, New Quay; South Beach, Aberaeron and New Promenade, Aberystwyth – from 1 March – 31 October, 8am – 10pm to All Days, 8am – 6pm
- Change the designation of Pendre Car Park, Cardigan from a Permit Holder Only Car Park to a Short Stay Car Park, All Days, 8am- 6pm, max stay 2 hours
- Change the designation of Gloster Row / Red Lion Car Park, Cardigan from a Pay and Display Car Park to a Permit Holder Only Car Park
- Exempt from the payment of charges in Long Stay and Short Stay Car Parks a Vehicle displaying a valid Disabled Person’s Badge subject to, that Vehicle at the time of parking, being either driven or occupied as a passenger by the holder of the Disabled Person’s Badge
- Introduce provisions related to the use of Electric Vehicle Charging Bays and associated Electric Vehicle Charging Points
- Change the extent of Maesyrafon Car Park, Aberystwyth to include the proposed new extension to this car park
- Introduce revised Schedules of Charges
- Update provisions related to the methods of payment of the charges for the use of Long and Short Stay Parking Places
- Update and insert definitions under Part 2 – Interpretation
- Update the Schedule of maps denoting the extents of Parking Places to:
- reflect updated topographical data
- remove areas of land sold by the Council
- remove areas of land no longer leased by the Council, and
- to correct omissions / errors in extents of existing Parking Places
- Remove provisions which are no longer relevant
- Update provisions where necessary to align with changes in legislation

These proposals may be examined at the offices of Ceredigion County Council at Penmorfa, Aberaeron; Canolfan Alun R Edwards, Queen's Square, Aberystwyth; Council Offices, Morgan Street, Cardigan; and Council Offices, Market Street, Lampeter, during normal office hours.
Statement of reasons
The Ceredigion County Council (Off-Street Parking Places) Order 2025 is being proposed on the grounds of ensuring the efficient management of Ceredigion County Council Parking Places which fall under the Order. This includes, but is not limited to, simplifying and rationalising charging arrangements, ensuring Parking Places are appropriate for the type of vehicle / user permitted, increasing capacity, incentivising the purchase of parking permits, extending the existing exemptions for Blue Badge Holders, reflecting technological changes and ensuring accuracy and relevancy of the provisions of the Order underpinning arrangements at the Parking Places.
